Licencees
The Gambling Regulatory Board issues licences to Bookmakers licensed to offer fixed odd betting on local race only. To ensure that the betting opportunity offered in fair to the public the GRA in accordance with the GRA Act issues relevant conditions of licence and rules of conducting betting for Bookmakers offering fixed odd Horse Racing Betting in Mauritius.
Currently there are three categories of Bookmakers licensed to offer fixed odd betting on local race in betting outlets.
- Bookmaker Conducting fixed odd Betting on local race – Operating inside stand (Plaine A)
- Bookmaker Conducting fixed odd Betting on local race – Operating outside stand (Plaine B)
- Bookmaker Conducting fixed odd Betting on local race – Operating outside the racecourse
Note: Currently no bookmaker is licensed to operate in Plaine C (Montagne).

Provision has been made in the GRA Act to issue licence to Bookmakers conducting fixed odds betting on local race through remote communication.
As at date, the Gambling Regulatory Authority Board has one licensee under this category which is a Bookmaker conducting fixed odds betting on local race though remote Communication (SMS)

The Gambling Regulatory Authority issue licences in respect of each additional place at which facilities are provided by the above mentioned category of bookmaker. The main facilities available at these places are opening of accounts, closing of accounts, deposits and withdrawals.
Bookmaker conducting fixed odds betting on Football matches taking place outside Mauritius
Betting on foreign football matches was legalised in Mauritius with the enactment of the Gambling Regulatory Authority Act in 2007.
In June 2008, the Gambling Regulatory Authority issued its first licence for conducting fixed odds betting on Football matches taking place outside Mauritius. Currently, there are eight (8) bookmakers licenced to offer bets on foreign football matches in Mauritius. Each Bookmaker is authorised to operate a Head Office and an authorised number of betting outlets.
The bookmakers operate in accordance with the conditions attached to licence lissued by the Gambling Regulatory Authority as well as to the rules and regulations approved by the Board.
